Always found this phrase slightly contradictory in snooker.
It kinda makes it sound like players want the cue ball surrounded by half a dozen+ balls with little room to maneuver.
Surely they would like the cue ball to have some breathing space to be moved freely around the table rather than being surrounded by reds or colours on every side?
