I think the Home Nations series offers an opportunity to hold some sort of national u21 tournaments at the venues, I.e. an English, Welsh, ni and scottish u21s, playing on the pro tables, before the sessions start with the 4 winners gaining entry to the world championship qualifying.
What do people think?

It's Hearn you'd have to convince, and I'm not sure he'd be that interested.
He'd probably consider it rewarding mediocrity, knowing him.
