Is 0 worth more than blank?

Alfie Burden, Zak Surety and Ken Doherty are tied in the 2 years ranking.
Tie-breaker is the most recent result.
WST ranks them into this order
- Ken Doherty wins a round in both German Masters and Welsh Open
- Alfie Burden last win was at the Shoot-out and Surety at the Scottish.

The difference is the last 2 loses in WST Classic QR1 while Ken didn't take part.
So, for the WST, a loss is better than a miss.

but yes, that would make sense as they generally want incentivise players entering tournaments.
