It's not rigged. The number 1 plays the number 128 in round 1. That's how it works in the UK. Unless you're saying the rankings are rigged?

It's not that unlikely really. In the UK the second seed will play the 127th.
In the home nations draw the top 32 are protected (iirc).
So it's only 1 in 96* for Trump to get a rematch. And 1 in 3 that it'll happen to one of the top 32.
*Ignoring any effects such as ranking updates between the two events and some players only entering one event. Which are likely marginal.

Well, Amiri is only
jointly ranked 120-128. There are other players who haven't won a single match, so yes it is very unlucky for him. However, I assume he's being sponsored to play, so getting two matches against the World Champion is probably a reasonable windfall.
It's prohibitively expensive for overseas players to participate in UK tournaments, something like £3000 expenses per tournament minimum. Those who decide to live in UK might be able to get by on £25k, and then do a deal with a local club for practice facilities.

Can't wait for this, one of my favourite tournaments. I'm biased because it's in York, an hour from where I was born and grew up
