Carter shouldn't be given preferential treatment.

With the form of Mark Selby at the moment Ronnie O'Sullivan looks in a strong position to regain the World no 1 spot for the first time since May 2010 despite pulling out of the China Open.
To stay no 1 Selby has to reach the Quarter finals.

What is wrong with Selby's form?
Lost some best of sevens to Williams, Luca and Gould while all of them were in great form (finalist, finalist and quarterfinalist (almost won trump) in the respective tournaments). Liam was of course a embarrasing lost. Before these, selby won a tournament.

If my calculations are correct, Ding drops to No 8 of the rankings after the end of International Championship, while Trump climbs from No 7 to No 5, despite his failure to qualify at the main stage. Murphy also goes to No 4, Hawkins to No 7 while O'Sullivan loses one more place (No 6 now).
Ding may lose one more place, if one of Allen or Perry win the International Championship.

With all the ridiculous amount of money Ding has to defend this season, there's a realistic chance he could drop out of Top 16 if his results continue to go poorly.

Ding did just win one though? That's gotta help...

Yeah but only a PTC, if he continues poorly in the rankers like he has done then who knows... he might not fall out of Top 16, but he'll be pretty close to it...

With his qualification to the IC final, David Gilbert jumps from No 40 to No 21, even if we assume that he will lose against Selby of Higgins. In case that he wins the tournament, he will enter the top 16 for the first time (No 14)!
Higgins will also reach No 7 if he wins the trophy and he will push Ding to No 9 (Allen will be 10th, Perry 11th, Walden 12th etc.).
Needless to say that in case of a Selby triumph in Daqing, his No 1 place will be stable at least until the end of this season.

Neil Robertson is the next top player who is in danger to drop many places in the rankings, as he has to defend in the forthcoming UK Championship the points (money) he earned by winning the 2013 tournament.

Robbo needs to sort himself out he has big money coming off next season with UK champ winnings going.
Another bad season like this one will leave him struggling to stay in the top 16.
