CN, facially has something of the young Dennis Taylor about him; unsure though, the picture looks like it could have been taken long before the mid 60s when Taylor would have been 20ish...

If it is Foulds, it'll be Geoff Foulds who himself was a pro' between 1981 & 92. Doesn't look like any picture I've seen of him though, although admittedly I think he was bearded in all photos I've seen from his playing days...
