It's irrelevant whether someone has a better record against him or not, that's not what being a nemesis is about.
A nemesis is a long-standing rival, an arch-enemy. Ronnie has had rivalries with quite a few ATG's, like Hendry, Higgins, Selbo, or even Trump.
But Higgo is the one that has been his biggest rival, especially given the fact that they are both the same age. It's the same thing with Federer and Nadal. It's true that someone like Djokovic has beaten Federer in many big finals/matches in recent years, but he's also way younger, so it really isn't that relevant.
Parrott might have a great record against ROS, but it must also be mentioned which version of ROS he beat: a young kid, who was by no means the complete package when they squared off.
Higgo is the only one that has beaten prime ROS. In a way, so has Selbo, but Selbo beat him by grinding him down and annoying him, Higgo beat him just through matchplay.
So Higgo is the one.
