The difference being Cao admitted the charge, expressed remorse & co-operated with the enquiry. Quinten Hann just b*ggered off back to Australia, didn’t return for the enquiry & basically retired and Stephen Lee denied all charges, despite overwhelming evidence against him.

Stephen Lee's crimes were far worse and many in number.

To different extents and with varying levels of contriteness and willingness to work with the authorities during the investigations and after with rehabilitation and educational programs.
