Yes, that rule always existed, but it wasn't until 1992 when it started to be applied on a regular basis by the referees.
You had one situation in the 80s with Alex Higgins. I think the referee was John Williams, and he called a miss on a shot when Alex's opponent tried to roll up behind a baulk colour. Obviously this was a free ball to Higgins, but since Higgins didn't understand the rule, he asked the cue ball to be put back!
His opponent rolled behind the baulk and now Alex was snookered instead of his opponent.

In the 2007 Grand Prix, in his match against Liu Song, Dave Harold was called for 14 (FOURTEEN) consecutive misses in the second frame. Remarkably, he won the frame (by a score of 101-78!). It was the only frame he won, though, in a 1-4 reverse.
