Iranu, even though he's joking he's probably the closest.
Judd is correct that it was a waistcoat logo, but Iranu is closer in saying it had a political tinge.
There was a nuclear test conducted by France over the Pacific ocean in 1995, and O'Kane responded by wearing a bright yellow logo which had the words 'Non ... stop the French tests' in reference to the bomb they detonated.
Apparently, players had to request permission to wear logos, and O'Kane probably felt this would be denied in this case, so decided to go ahead and wear it anyway.
There's a little bit of background here you can just about read behind the pop-ups, although the outcome of the disciplinary was that O'Kane was indeed fined:
