Inspired guess. It's Ebdon speaking, but not about Lisowski. He's not talking about a snooker player, but someone else.

The person has never been prime minister, but is a British leader of sorts, and possibly more famous than the prime minister.

I would say Farage is several levels of famous below the PM, despite his pervasiveness on Question Time, etc.
Ebdon's comments were made in the early to mid-1990s, so it was someone who was famous then. They have never been an PM/MP/MEP. They make rare appearances in parliament, although their role is mostly a symbolic one.

'Prince Charles', as he then styled himself, is right. After searching, I see it's actually from this
2003 article when he was world champion.
That comment might not even be the oddest thing in the interview, which covers everything from his '1 million horse database' to accusations of him being a psycho by his opponents. However, as the interview progresses, and we get to know Peter better, it becomes clear that his 'psycho tag' is trivialising and even potentially harmful ... to psychos.

That’s got to be Yates. Not sure about the player, though. Maybe Chris Small?

It is not Yates. A far greater human specimen is responsible, and the missing words is (are?) the name of a snooker player but not necessarily those initials.
Confusing, I know

Stephen Hendry
Ted Lowe.
Not sure who was the speaker and who was the player, though.

Neither of them I’m afraid.
The subject is another up there with Hendry amongst the greats.
The speaker is a commentator best known for chatting about flying projectiles, but also did some cuesport commentary - but not (to my knowledge) snooker
