Would you not have 12 points in that case?

Good point.
Next reason: The guy breaks off & then forfeits the the frame by leaving the table for whatever reason.

Indeed.
Or the other player just has a bit of a melt down and walks off, leaving you speechless in your chair.

I would say 16 points. Player A smashes the reds everywhere off of the break and all 15 reds go in pockets as well as the cue ball. The score is 4-0 to Player B. Player B then takes yellow and green to move 9-0 ahead, Player A then takes brown, blue and pink to lead 15-9. Player B then takes the black for a 16-15 frame score victory. It happens every day in a snooker club near you!

That is correct. The only person to have potted all 15 reds in one shot on tv was Benny Hill.

If you potted all reds at once, wouldn't you still have 15 points?

It is actually 0.
Your opponent is 15 minutes late and is docked a frame.

0-0
Player comes to the table and then realises his opponent is none other than the redoubtable Johny Bravo! He immediately realises he can’t possibly win such a contest, concedes forthwith and retires to the bar.
