No, not Parrott, but I was suitably entertained by the reasoning.
The answer is in the vein of recent Iranu-style answers in that the normal pronunciation of the name might not make immediate sense, but one version of a potential pronunciation would make it obvious.
Both clues do also relate to one part each of a surname.
