Yan Bingtao?

A currency (coinage) = Yen, change e to a as in clue -> Yan. Double meaning due to the allegations of match fixing.

For raise I can find Rear, which also ties in with Raise sounding like Ray's. But the Don? Perhaps it's Don McLean singing Vincent about Van Gogh who famously painted Windmills? Or perhaps Don Quixote who famously tilted at windmills?
