when tournaments gets 20 years unbroken service they have a claim until then its catch up time

They would always have been, being n°1 and 2.
TBH if everyone is happy that's great, because I think ROS would prefer to play Williams and Higgins rather that Selby and Robertson.
If he gets that far of course. But the same goes for Robbo. His form has not been impressive recently.

Not a great deal. Higgins and Williams could swap places and so could Carter and Murphy. Ding and Selby can swap too.
